Restriction on Shifts

The Defensive Shift restrictions approved in the Competition Committee (by a 7-4 vote) state that at the time a pitch is released, the defense must have have the following configuration.

Depth – The defensive Club must have a minimum of four Players on the infield dirt, in addition to the Pitcher and Catcher.

Side-to-Side – The defensive Club must have a minimum of four Players on the infield dirt, at least two of which must be positioned entirely on each side of second base.

Position Designation – Each Club must designate two infielders on each side of second base who may not switch sides during the course of the game except in the event of a substitution.

Circumvention/Umpires’ Discretion – If an umpire determines that Players are attempting to circumvent the rules (e.g. a defensive Player in motion to cross second base before the ball arrives at the batter), he shall assess the penalty of calling a “ball.”

Penalty – Any violation results in an automatic “ball” being called. The Club on offense has the ability to decline the penalty and accept the result of the play if they choose.
